The State of Texas has officially restarted its Historically Underutilized Business (HUB) program—but in a way that few expected and even fewer qualify for.

Under emergency rules issued by Acting Comptroller Kelly Hancock, the HUB framework has been revived not with broader access, but with specific constraints. Only Service-Disabled Veteran-Owned (SDVOB) businesses that are also Texas HUB-certified are currently eligible for participation.

This isn’t a marketing angle. It’s a structural fact. For prime contractors and public agencies trying to meet HUB participation goals, the new framework provides just one compliant path.

Where Front Line Advisory Group (FLAG) Fits

That path runs directly through Front Line Advisory Group (FLAG).

  • Service-Disabled Veteran-Owned
  • Texas HUB-Certified
  • Embedded in large-scale public programs across Texas

FLAG’s qualifications precisely match the only open HUB eligibility window—and our performance stands on its own.

We’re not here to help clients “check a box.” We’re here to prevent them from missing the only one that counts.

For prime contractors and government entities, FLAG offers:

  • Guaranteed HUB eligibility under current regulations
  • Veteran-owned representation that reflects the intent of the updated program
  • Proven leadership in high-profile, high-accountability infrastructure projects

The Implication for Public Projects

This isn’t business as usual. Texas has reopened HUB participation, but only for those who qualify under the most narrow definition possible.

That means teams that move early with compliant partners will be faster, cleaner, and risk-free in scoring—while others scramble to retrofit eligibility late in the process.

At FLAG, we’re already where the program requires you to be. Ready, active, and operating within full compliance—without ambiguity.

Front Line Advisory Group (FLAG) is a Program Management Consulting (PMC) firm focused on delivering bond-funded infrastructure projects on time and on budget through disciplined management and data-driven controls.
