The State of Texas has officially restarted its Historically Underutilized Business (HUB) program—but in a way that few expected and even fewer qualify for.

Under emergency rules issued by Acting Comptroller Kelly Hancock, the HUB framework has been revived not with broader access, but with specific constraints. Only Service-Disabled Veteran-Owned (SDVOB) businesses that are also Texas HUB-certified are currently eligible for participation.
